paragraph 6 of the latter despatch. The Chinese Police and
the entire Chinese population, as on the occasion of the 1922 strike, have not given the smallest assistance in this
direction, and this Goverment has been most fortunate in
finding in General Leung a man with both the will and the
power to organize counter-measures. General Leung has
collected a number of his clansmen and former soldiers, who
have been formed into a body of 100 special Police and 50
detectives under his personal control, with orders that they
are to concentrate upon the arrest of intimidators and persons engaged in political activities. It has become
known that this organization exists and means business,
with the result that the intimidator, who has no more
personal courage than the rest of his compatriots, has
discontinued his activities. I may mention that during the
past week a Chinese lecturer has been lecturing with some of General Leung's men, dressed as coolies, watching in the crowd, and large numbers of people have been listening with interest, without any sign of a hostile demonstration.

I am informed too by the leading Chinese of
the Community that the provision for the flogging of intimidators, and my remarks in that connection at the meeting of the Legislative Council on the 9th July, have
had an excellent effect. This matter has formed the subject of telegraphic correspondence dated the 16th and

17th July. The argument of force has great weight with the Chinese, more especially when it involves physical pain for the individual, and the threat of flogging has a most
salutary result, provided that the Chinese believe that the Government is in earnest. It has not yet been necessary

to have recourse to this punishment.
